Foreign Minister Sergei Lavrov: the issue of sovereignty over the Kuril Islands is not being discussed, it was, is and will be the territory of Russia. At the same time, Moscow has patience and willingness to reach mutually acceptable agreements on a peace treaty (without transferring the Kurils).
